NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS REQUEST FOR RELEASE OF FUNDS On or about June 6, 2025 Newberry County will submit a request to the SC Department of Commerce/Grants Administration Division for the release of CDBG funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Newberry County Whitmire Streetscape Project (CDBG Project # 4-CE-24-008). The proposed project will consist of streetscaping, lighting, landscaping, and a retail market study in the Whitmire Central Business District. The project will consist of various street improvements to include repaving, sidewalks, parking, intersection street prints and crosswalks, decorative lighting, and landscaping throughout. Repaving will take place on Setzler Alley from South Railroad Avenue to Glenn Street, on South Railroad Avenue from Church Street to Main Street, and on Market Street from Church Street to Main Street. Gilliam Street will also be repaved from Church Street to Main Street, but it will be done through an existing commitment from SCDOT and Newberry County CTC. A new sidewalk will be constructed along Setzler Alley and new parking areas will be striped. A new parking area may also be provided at the intersection of Setzler Alley and Gilliam Street on a lot owned by Newberry County. Additional on-street parking areas will be stripped as appropriate on each road programed for repaving. The estimated cost of the project is $825,311.00 that includes a CDBG grant award of $750,000.00 and the required local match of $75,311.00. FINDING OF NO SIGNIFICANT IMPACT Newberry County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Early Notice and Public Review of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain
To: All interested Agencies, Federal Emergency Management Agency, Army Corps of Engineers, South Carolina Department Environmental Services, Groups, and Individuals
This is to give notice that the City of Newberry under 24 CFR Part 58 has determined the following proposed action under the HUD Community Development Block Grant program, project # 4-CE-24-007, is located in the Federal Flood Risk Management Standard (FFRMS) floodplain, and City of Newberry will be identifying and evaluating practicable alternatives to locating the action within the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690 and/or Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project location is at 2314 Benedict Street, 2381 Benedict Street, 513 Wise Street, and 511 Wise Street in City of Newberry, Newberry County. The extent of the FFRMS floodplain was determined using the 0.2 percent flood approach.

The purpose of the project is to increase the health and safety of the residents of the neighborhood, to remove blight within the neighborhood, and to increase investment and revitalization in the neighborhood. Of the approximately 18 dilapidated structures, 5 are located within FEMA mapped 100-year and 500-year floodplains. The structure located 2314 Benedict Street is approximately 869 square feet and is located within the 100-year floodplain; the parcel is approximately 0.26 acre, with approximately 0.26 acres of the parcel located in the floodplain. The structure located at 2381 Benedict Street is approximately 1,165 square feet and is partially located in the 100-year floodplain; the parcel is approximately .026 acres, with approximately 0.06 acres of the parcel located in the floodplain .The structure located at 513 Wise Street is approximately 768 square feet and is partially located within the 100-year floodplains; the parcel is approximately 1 acre, with approximately 0.37 acres of the parcel located in the floodplain. The structure located at and 511 Wise Street is approximately 504 square feet and has 2 accessory structures located on the property both under 100 sqft. and is located in the 100-year floodplain; the parcel is approximately 1.1 acres, with approximately 0.7 acres of the parcel located in the 100-year floodplain. For the project, the primary activities will include an environmental assessment, hazardous material abatement, removal and capping of utilities, demolition of the buildings, disposing of debris, grading and filling of the site, and establishing site protection, grassing, and stormwater controls. All work will take place on the existing residential sites. There are no known natural and beneficial values that will potentially be adversely impacted by the activity. The total number of acres of floodplains impacted by this project is approximately 1.39.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain/wetland, it must inform those who may be put at greater or continued risk.
