NOTICE OF

PUBLIC HEARING

Notice is hereby given, pursuant to Section 4-9-130 of the Code of Laws of South Carolina 1976, as amended, by the County Council of Pickens County (the “County Council”) of a public hearing relating to the proposed enactment of an ordinance entitled “AN ORDINANCE AUTHORIZING (1) THE EXECUTION AND DELIVERY OF ONE OR MORE FEE IN LIEU OF TAX AND INCENTIVE AGREEMENTS BY AND BETWEEN PICKENS COUNTY AND SC SPEEDWAY HWY 124, LLC, ACTING FOR ITSELF OR ONE OR MORE PROJECT SPONSORS, PURSUANT TO WHICH THE COUNTY WILL COVENANT TO ACCEPT CERTAIN NEGOTIATED PAYMENTS IN LIEU OF AD VALOREM TAXES WITH RESPECT TO CERTAIN FACILITIES WITHIN THE COUNTY; (2) THE EXECUTION AND DELIVERY OF A REIMBURSEMENT AGREEMENT BY AND BETWEEN PICKENS COUNTY AND SC SPEEDWAY HWY 124, LLC CONCERNING THE REIMBURSEMENT OF CERTAIN INFRASTRUCTURE COSTS; AND (3) OTHER MATTERS RELATING THERETO.” Subject to the normal rules of County Council regarding appearances, members of the public are invited to attend and make comment concerning the above-referenced ordinance. The public hearing will be held in the Main Conference Room at the Administration Facility, located at 222 McDaniel Ave., Pickens, South Carolina 29671, at 6:30 p.m. on May 19, 2025.
